EUIPO Template Generator & Data Validator

RCDT-OOPS is a tool developed by NSZL within the EODOPEN project. It combines two functionalities needed for the rights clearance of out-of-commerce works.

1. If an institution followed through the processes needed to declare a work to be out-of commerce according to its national legislation, this software can be used to extract relevant data from library catalogues by record IDs or other identifier(s) (via Z39.50) and using these data it can create the file for the bulk upload in an EUIPO-compliant format that needs to be uploaded to the EUIPO OOC portal.

2. The tool can also run an internal validation aligned with the national legislation. In the default configuration the software checks in the national catalogue of Hungary whether there are publications of the same work after 1999. This can be changed when the software is configured.
